Fallout shelters license agreements have been signed by Thilmany Pulp and Paper Co. and the Kaukauna Electric and Water Dept. recently. They would be used in case of nuclear attack. The combined shelters would provide space for nearly 60 per cent of the population of Kaukauna according to Kaukauna Civil Defense director Michael Gerharz.
